attention to section 25 of the Tramway Ordinance No. 10 of 1902; and in connection therewith to state that unless the work of construction of the Tramway is carried out in conformity with the cross-section which I have approved, I shall be unable to give the certificate re- quired by that section before the Tramway can be opened for traffic.
